The absence of a person from current custody does not show that no arrest happened. A citation release may create a Page County court case without any jail booking. A released booking may also disappear from a current-custody view.
Page County Custody Boundaries
Clarinda contains both Page County Jail and Clarinda Correctional Facility, but they serve different systems. The jail at North 15th Street handles local booking and county custody. Clarinda Correctional Facility at 2000 N. 16th Street is an IDOC state prison for people committed to state corrections. It is not the Page County arrest booking desk.
The Fourth Judicial District Department of Correctional Services handles district supervision services that can include probation, parole, presentence work, and pretrial services.
That district page is useful for supervision routing, while current jail custody still begins with the Page County sheriff.

A Clarinda police report stays with Clarinda Police even when the person enters Page County Jail. The same rule applies to a Shenandoah Police arrest.
